Generally, businesses who develop applications do so for internal consumption only. If the app is limited in distribution or requires a login which is not free, then you need a business licence. If you can publish a URL here and anyone can use the application, then it's likely that you don't need that. Advice here is just that: advice. If you need legal opinion you must consult a lawyer. --
