Maybe the user interface of Docs was changed. It is now the [Share] button on top right.
Share > Publish as a web page There is selector "Get a link to the published data". Select ATOM. (Keep the radio button in "List" position.) Note that you can replace the 'worksheet id' by the order number of the worksheet.
