I won't have time to properly investigate this today, but it might be worth looking at the fact that there's a strange agreement between Google and Korea which requires Google to serve the detailed Korean tiles from a server located in Korea instead of from the normal server.

If you've got a lot of blocking set up in your router or browser, whitelisting the normal Google tile servers, you may need to add the Korea tile servers to the whitelist.
