I think no answers because there is no simple answer to your question. In order to the mouse events to reach the map, the overlays should be part of the dom structure of map. There is no documented way to insert such static overlays on map v3. An overlay class GScreenOverlay() of API v2 works that way. The example you linked is definitely a bad example.
