I filed an issue on the issue tracker but it was closed as "invalid". The message was that my issue was the intended behavior but I very much beg to differ.
When you drag a marker out the map in the current v3 API (sufficiently far out the map) the marker vanishes and doesn't come back. It very well might be that the intent is to allow the marker to leave the map when dragged out of the bounds, but I doubt the intent is to not have the marker come back when the user returns the mouse to within the map boundaries.
