Thanks for your patience Berry.  The solution was to fail open on image
loading timeout, which frees up the queue to load more tiles without
deciding the slow tile does not exist.

Reliability is back.  I pounded it for an hour without "Sorry, we have
no imagery here" errors.  I am loading large JS files concurrently
with tiles.  Everything arrives eventually.  Thanks Ben & others.
