You are setting the map to the polygons as you create them, with for
example:

var albicircle = new google.maps.Circle({
  map : map,
// etc ...

Either set the map in the contructor, (as above), or later with
albicircle.setMap(map);

but you don't need both.

The polygons are getting stacked in the order that you add them to the
map, and therefore the ones that are covered by other polygons do not
register the clicks.
