The client's location does its best to geo locate based on IP, but isn't guaranteed to work 100% of the time: http://code.google.com/apis/ajax/documentation/#ClientLocation
Where are you testing from? The problem could be specific to your location. Can you share a link to your app? Others and myself can help verify whether ClientLocation is also failing against our IPs.
