I definitly see the difference, the v3 map stutters. Its difficult to measure, but it looks like 2 pixels at a time most of the time, but its not consistant. Sometimes smooth, other times it stalls for about halve a second, gives a jump of 20 pixels or more. v2 looks smooth always.
Using Chrome 5.0.375.29 beta, but even worse in IE 8.0.6001.18702 (stutters every few seconds), however the same happens in Firefox 3.5.9 too but to a much less extent. So maybe its computer related, and related to some computers? But I also observe it on office machine (on a old laptop now), which is a way more powerful machine. Both XP. Incidently that page also shows a strange issue in Chrome and Firefox only, in that once drag the v2 map can't "put it down", and it continues following the mouse, even after dropping the mouse. This doesnt appear to be programmed.
