Huh.  Right.  Yay for having made the math overly complicated.

I guess I still don't get the white lines, in large part because they never
show up on my massgis data.

Perhaps it's due to the different backends?  (geoserver + arcsde vs arcims
+?)  Maybe arcims isn't handling reprojecting the imagery to spherical
properly that its adding the white space onto the tiles?  As you zoom in to
say, zoom level 12 or so, those white bars get rather wide.
(try looking @
*map.setCenter( new
google.maps.LatLng(55.77587839343693,-67.76026580078124));*
*map.setZoom(12);*
on either of our NOAA maps.)
