As far as I found out: The main point is the map size, and that depends on the screen size as well as the monitor resolution.
The v3 API provides divs using the css atribute style overflow: auto for the info window. (I've seen three such divs in series). I think there is not much you can do against but a feature request to disable this 'intelligent' feature. I would star it immediately.
