to illustrate this method, here's a map with the IE8 error

here's a map with a heading of 0.00275 (which has error)

here's a map with a heading of 0.00276 (which is OK)
http://www.william-map.com/20100616/2/map_00276.htm

so it appears that angles > 0.00275 degrees are OK, approximately
1/360 of a degree.
