Hello Bob,

Listening to the "zoom_changed" event will let you override zoom
levels below/above your desired min/max values.

  google.maps.event.addListener(map, 'zoom_changed', function() {
    var requestedZoomLevel = map.getZoom();
    if (requestedZoomLevel < 10) {map.setZoom(10);}
    if (requestedZoomLevel > 12) {map.setZoom(12);}
  });

And instead of listening to the "bounds_changed" event, try placing
your existing logic in the "drag" event.
