the bsb format is not very common and is not displayable in a web browser.
I once used this tool to convert bsb to tiff:
http://freegeographytools.com/2008/reproject-noaa-bsb-raster-navigation-charts-and-export-them-in-tiff-format

Once you have a tiff in the Google WebMercator projection, you can use
either a GroundOverlay (which have the disadvantage of loading the full
image and resample at different scales/resolutions) or even implement a
tiling mechanism and use an ImageMapType (which is more difficoult but may
give better results and performance).
