Correct, no DOCTYPE. I even tried removing the <%@ Page %> tag that is
part of .NET because it creates a line break before the <html> tag.
Still didn't work.

Here's an update:

Test.aspx works in Desktop Chrome, Firefox, and IE.
Test.htm Works in Desktop Chrome, Firefox, and IE.  It also works on
Android.

On Android Test.aspx doesn't display the map, but instead displays the
javascript code.

On Desktop Opera, Test.htm works.  Test.aspx says "This document had
no style information." and shows the html code.
