Oh I understand now, the pixelOffset makes sense for a regular marker,
where the anchor point is at the bottom and the infowindow opens on
the top.

I think for a circle target marker it's better to open the infowindow
on the target.   The default KML infowindows (with suppressInfoWindows
= false) will open above the marker, but the infowindows opened in
"showInContentWindow" can open on the target circle.
