That's correct. We are currently drafting an update to the ToS that
will clarify this.

As for the 2,500 directions requests per day, that applies to the web
service only. Directions requests in v3 are rate limited per map
session so the activity of one user can not adversely affect that of
another providing you make the requests using the v3 API rather than
proxying through a server side application that uses the web service.
