You would need to implement this yourself. You can create your map
with the scrollwheel behavior disabled and then create your own event
to accomplish this.

You'll have to decide what to do when an infoWindow isn't open. Also,
your scrollwheel event won't automatically have the latLng coordinates
under the mouse - you'd have to calculate those if you need them.
