I want to be able to show polygons *over* markers.. sounds crazy but I have my reasons.
The v3 API suggests that the zIndex PolygonOption is used to set "the zIndex compared to other polys": http://code.google.com/apis/maps/documentation/javascript/reference.html#PolygonOptions Why not compared to all other Overlay types?
