If these tracks don't change often, than it's hard to beat image
tiles. Using image tiles and KMLLayers combined you can get complete
control and a lot of interactivity.

Also, if you can control which browser is used, making a custom
overlay and using the canvas tag is a great way to do such things -
although this is a more advanced/involved method.
