They work correctly for me (unclustering at the lowest zoom).

This, however, is a major problem:

    function load(map, infoWindow) {

when you call it here:
  <body style= "background-color:white" onLoad="load()" >

both the map and the infoWindow variables inside the function are
assigned to null (which is why the infoWindow doesn't work), and are
local to the load function, so the code never initializes the global
versions.

You probably should compare your code to the sample you started with,
make sure you understand all the changes.
