polyOptionsActual and polyOptionsPlan should be polylineOptions
anonymous objects, not Polylines.
Javascript Object properties are case sensitive:
so not:
strokecolor: '#FF0000',
strokeopacity: 1.0,
strokeweight: 10
use:
strokeColor: '#FF0000',
strokeOpacity: 1.0,
strokeWeight: 10
