The Version 3 Terms are the same as the Version 2 Terms. http://code.google.com/apis/maps/terms.html The answer is No. Directions must be shown with a map (see paragraph 10.12 of the Terms). You can't email a Static Map showing the line because Static Maps can only be used in a browser (10.8). You are allowed to email a *link* to a page which shows directions text and a map, of course.
