We don't mind if you cache the bootstrap code for no more than 30 minutes at a time (that is the public caching policy for that file), otherwise we do not guarantee that the API will work correctly. So in other words, your server will need to get a new copy every 30 minutes :)
If you plan to support multiple languages then you should get a copy for each language by specifying &language= in the request and then loading the correct javascript file that matches your users language. As for caching anything else like the tiles, then that will be against the terms of use.
