You'll have to post your map on a live website to develop. Also keep in mine that the only mobile clients supported are the native browsers on the iPhone and Android phones.
Make sure you read the articles: http://code.google.com/apis/maps/documentation/javascript/articles.html For much of your development, the emulator works fine. There will come a time though where you'll need an actual device.
