I'm a joomla developer and I have a joomla extension that allows the
user to place markers on the map.

I got several request from users to create a feature that will allow
them to ask for money when someone wants to place a marker.
The idea is pretty simple:
You own a business directory for example and you show the businesses
in a specific category on the map.

If I want to be present on this map, I have to enter my coordinates
and business info and I will be placed there after I pay.

Now reading the terms:

9.1 Free, Public Accessibility to Your Maps API Implementation. Your
Maps API Implementation must be generally accessible to users without
charge. You may require users to log in to your Maps API
Implementation if you do not require users to pay a fee. Unless you
have entered into a separate written agreement with Google or obtained
Google's written permission, your Maps API Implementation must not:
(a) require a fee-based subscription or other fee-based restricted
access; or
(b) operate only behind a firewall or only on an internal network
(except during the development and testing phase).

I'm not sure that I understand this right. If the map is free to
access, are you allowed to ask for money to be placed in a directory?

Are my users going to have problems for asking for money or not? At
the end - the marker information is saved in their database and they
just request the google maps to show the information. Are they allowed
to ask for money or not?
