Cluster will easily be the best with performance. I would recommend going that route as it's a bit nicer of an experience.
Alternatively, if you want to take on a bit more of a challenging route, you could create custom map tiles from zoom levels 1-x until you're at a level with a reasonable amount of markers. This would be the best possible way of creating a great deal of markets in an area. Each of these tiles are 6k~ compressed, and are than rendered as a custom tile overlay. Hope that helps!
