That is certainly one way to do it.

But there are lots of options.
1. doesn't have to be xml, could be JSON
2. if the dataset is small enough, it could be implemented in the
client (will be fairly complicated javascript)

There have been discussions about this topic before (but I think they
were in the v2 group, you might try searching there).
