You HTML is not valid:

in particular _anything_ before the DOCTYPE declaration tends to make
IE run in quirks mode. That probably isn't your problem though.  You
are creating a custom map, have you tried searching the group for
problems like yours?

Where is the example that you started from?  Do you know of any
working examples in IE?
