Indeed. I was just about to come here to delete my original question, but you beat me to it :). Turns out the importing of the kml to the database only imported one row per county, when in fact there could be several. So after investigating the kml rather than the database, I actually came to the same answer as you, and now the problem has been solved. Thanks nonetheless for the reply!
