According to Ben Appleton, the markers are pre-sorted in zIndex order prior to painting. He did not say what was being done in the event listeners to resolve overlapping markers. I suspect individual marker event listeners are dispatched from a common event listener for the CANVAS tile with the "this" argument set accordingly. I suspect it works backwards.
