Google have rendered image tiles, representing the streetview coverage. They are transparent so they display over the top of the road map underneath.
I dont see how they can be used for routing. they are images. And they in tiles. Even if you did develop an alogorithm to route though the 'blue goo' accessing the tiles themselves is not covered by the API terms.
