Not enitirely sure what you mean.  You want the map to show, but be
unable to pan/zoom outside of approximate boundaries of New England?
That is possible.  You want a map which shows only greyness outside of
boundaries?  That is possible too.  You want to check a user-input
address to see if it is in New England?  Yes, it is possible as well.
