I use idle to detect when a map has stopped moving and then load my markers and set up a new idle listener.
http://testsite.boca.org.au/come-birding/birding-locations works fine in Firefox, Chrome, Safari and OPera, but loops with the idle firing even though the bounds have not changed in IE8 - so I enable the listener again and it fires immediately.
