As Larry says, you can convert anything to latitude and longitude, but
to get a useful result you'll need to know what you are converting
FROM.

coordinate system it is and convert it to WGS84. Where is it

I think it is part of the Fermilab and Illinois State Plane system
saw something like that years ago.
