Hi I think that if your map page is generating over 25,000 hits it must be a commercial site and and Google is entitled to something. If you limit your map to a "Map" page i wouldn't think you would hit 25,000 I have seen sites with multiple maps on one page (I think it was mainly property or hotels) which are clearly commercial. I think non commercial sites such as the japanese earthquake maps which may initially have a high hit rate but fall away relatively quickly would not be charged Davie
