Pretty sure jesar is referring to the VERY new WebGL streetview that Google Maps website itself can use
http://google-latlong.blogspot.com/2011/10/step-inside-map-with-google-mapsgl.html (without webgl, google maps website uses a version most similar to the API v2 version - using flash) - so in answer to the original question, as its so new, its almost certainly not available in the API yet. It will probably take a while, but I imagine it will come to v3 of the Maps API with time.
