Could you please elaborate what do you mean by " local intranet _with_ 
access to internet"?
I'm trying to "interpret" here:
- if a local intranet has no access to the outside www, then there's no 
access anyway to the google maps API.
- if a local intranet has access to the outside www, then it might have 
access to the API. But then you say it's not legal unless you go with the 
premier licence.

Is it that right?
