Yes. It might be simpler to write something like this:

var inBoundsChanged = false;

google.maps.event.addListener(rectangle, 'bounds_changed', function() {
  if (inBoundsChanged) return;

  inBoundsChanged = true;
  // change the rectangle's bounds.
  inBoundsChanged = false;
});
