Since you want use a base that is neither google or arcgis, you need go overlayMapType for your arcgis maps and use your custom map (open cache) as a map type. I believe this is what you are after: http://gmaps-utility-gis.googlecode.com/svn/trunk/v3test/multikart/multikart.html
