I don't know what the source of data Google is using but there are 
providers of neighborhood data that you can license. Maponics has probably 
the most complete data set that I know of. You might contact them and see 
if it fits your requirements.

You can't get the data directly from Google. That dotted line is drawn on 
the tiles, not passed as data to the browser.
