Sounds like you need a custom developer. I'm not sure where your "lap times" are coming from though as I don't think this is part of the NMEA data in most GPS units. You can maybe get speed and heading at each point, but unless you have some kind of synced timer with the coordinates, I'm not sure how you will achieve this.
