I am facing the same problem here.  We are also using a click and drag UI 
technique and this appears to interact with the 'drag and pan' interface.  
An alternative would be to provide some sort of 'turn panning off'
while doing the 'drag' operation.  Ummm... also a 'turn panning back on at 
the end.
