The correct answer is 3 - Picasa Web Albums is being a bit naive right
now. We actually do know on the backend if an image is rotate-able, so
we will be fixing the UI to rely on this knowledge instead of trying
to guess at the image content type. At that point it won't matter what
the title is anymore. Sorry for the confusion in the mean time.
