The problem here is how are you going to get access to the local file system via JavaScript? If the Picasa Web Albums API supported retrieving a token to make a form post similar to how the "web based uploader" of the YouTube API works, then you might be able to do it. Currently, you're stuck because you're not going to be able to get access to the raw bytes of the image file without having the user first POST them to some other website which then relays the information to the PWA API, which isn't terribly efficient.
