I just tried with the feed for a couple of accounts I know of and it worked just fine. Are you authenticated at all when requesting? The feed works authenticated and non-authenticated. When not authenticated as the owner of the account, you will only receive the publicly visible "favorites" (as they are called in the Picasa Web UI) and a little less info inside the contact entries. When authenticated as the owner of the account, you will receive all of your favorites including the ones that have the "show link on my gallery" box unchecked in the favorites list. Each entry in the feed will also contain two additional elements <gphoto:showLink> and <gphoto:subscribed> that tell you if the mentioned check box is checked or not and if the account holder is subscribed to receive email notifications for activities to that favorite gallery.
