All photos and videos on Picasa Web belong to the users who uploaded them.
The default license is ALL RIGHTS RESERVED, meaning that all rights are with
the owner of the photo and that you cannot use them anywhere on third party
sites.
The Picasa Web Data API TOS is here:

It's paragraphs 5 and 8, which regulate the use of the service and the
content of the site.
