In other words, this could be done legally only if creation and
logging into individual end user accounts was integrated into one's
own web site.

So, let me try to restate the original poster's use cases - in a way
that would most likely be compliant.

A user comes to our site and they wish to create a free classifieds
advertisement.  First, to make it easier for them, through our site
they can create a Picasa account if they already do not have one.  If
they have a Picasa account, they can log into it through our site.
During the uploading of pictures, we would state that all images are
store in their already authenticated Picasa account.  If they tried to
upload pictures and were not already logged in and authenticated with
Picasa, we would remind them by explaining that they just do so
because the pictures are stored within their own Picasa accounts.

Is this above 100% within legal guidelines?

P.S. I am quite familiar with YouTube TOS where it would be more than
TOS compliant because on YT one can allow all users to use just one
account.  However, the problems arise with a 2000 uploaded videos
limit and the fact that the whole account can get shut down if only
one individual breaks the TOS with their own single posting.  In that
sense, Picasa seems to be even more restrictive with it's TOS.
