The website is reporting incorrect timestamps.

As I understand it the EXIF time for a photo is timezone-less.  What
the Picasa website is doing is mistakenly "correcting" this
timezoneless (i.e. local) timestamp with the browser's current
timezone.

Which leads to the question what does the camera do with the timestamp
and what good is the "Time Zone Offset" information.  I don't really
know how that helps.  To use the timezone offset you'd need to have a
UTC timestamp but there isn't once except maybe for GPS.
