Well I have spent more then 1 full day by investigating this issue and 
finding the solution:

Issue:
Picasa API stopped returning thumbnail + other stuff like EXIF data, image 
size, ... whenever you specify a query in your URL - for example 
tag=something, q=something ...

Solution:
There is no full solution if you call everything on a client's side.
But I "fixed" by adding a layer which calculates thumbnail urls from a full 
image url + some other hacking.

I hope google guys will fix it ASAP.
